I am sitting here thinking when it occured to me how I have always experienced "flare ups" in inflammation throughout treatment. Sometimes after using a treatment for months I would get inflammation and then after stopping for a few days and then resuming treatment I would be ok. Then months down the road it would happen again. And recently I have noticed a couple of red pimple like things on my head that are kind or sore to touch. Now could this be Seb. Derm and not just a bad reaction to topicals?

Sorry to hear about the inflammation. Your situation sound exactly the same as when I was having trouble dealing with it. I also had the sensitivity and the what I thought were pimples. I thought maybe the treatments may have been causing this as well, also thought it may be seb. derm. but recently went to see my derm. specializing in hair loss and he said it was folliculitis decalvans!!
Says it's possible to control it to a degree, but that there is no cure. In my own case I have found that the hands down best thing that I have used that has helped with it is a shampoo called Tersaseptic. I usually wash the hair and leave the shampoo in for a couple of minutes a few times a week and this clears the sore feeling areas of what feel like acne and generally reduces inflammation overall. But even though I am managing to control it, I still get flare-ups. I keep my topicals to a minimum, mostly only using 1ml of Revivogen, and 1ml of Xandrox15 once a day nowadays and this has also helped to keep the inflammation at bay. I think when you have seb. derm. or folliculitis then you definitely have to control it as best as you can for treatments to be effective.
I think if your topicals are PPG free its probably your seb. derm that's the problem and not some kind of reaction. Have you considered getting a biopsy to see what the cause of the inflammation may be?
