yES A REGULAR ROUTINE of hair care or skin care definitely results ina glowing skin to a healthy hair. So firstly a healthy routine care is a must. Secondly yes hair oil stops hair loss and also promotes hair growth only if used in the right manner.
Ihave a tip for you
Wheat Germ/Aloe Vera/Coconut Milk
Mix 1/4 cup of wheat germ, 1/4 cup of aloe vera and 1/4 cup of coconut milk and use this product as a natural shampoo.
Aloe vera can be purchased at drugstores and herb shops and can also be applied alone directly to the scalp as it will open pores on the scalp that may have previously been blocked and will allow the hair follicles to grow. The American Indians also used and continue to use several kinds of oils to promote hair growth such as emu oil, rosemary oil, and mustard oil.

Tea tree oil helps moisturize your scalp, which makes it a healthier environment for hair growth, so essentially it does.

Re: Does using essential oils promote hair growth
I have been using lavender essential oil every time i have dandruff and it removes in 1 or 2 washes, i put a drop of pure lavender oil in my shampoo and another 2 drops in the last water i rince with
i tried to do the same with tea tree rosemary, thyme and other essential oils that are said to help hair growth but i m losing hair like crazy at the moment and it doesn't work
there are some essential oils remedies with mixes of essential oils, but dont know if it would work though.
