I would say that it is helping to slow things down. I didn't take any pictures, but it seems like I have more hair on top of my head where I very first noticed my hair was thinning over 2 years ago.
If it is growing additional hair for me, then it would be on very top of my head and towards the back that is benefiting. My hairline looks the same

Finasteride is for men only. Use by women is off label. It is prescribed to some women to treat hirstutism (excess facial hair).
