JDP has found info on LLLT and stem cells before, but I don't have that info. However, the very first sentence of that article bugs me:
...which has certain frequencies of wavelengths in the visible light spectrum (400-1200nm).
The visible light specturm is this:

...and it's really pushing it to say that it's even 400-750nm. So... we have a company that's talking about it's own laser device that in the first sentence is saying that something WELL into the infrared range is in the visible light spectrum. Hmmmm....

I'm sure the article has merit, though. I scanned it and it looks like it's talking about stuff that I've seen before, but I just don't have the time to scour it right now! They lost me in the first sentence! lol...
