Cutting your hair doesn't effect what's happening at the follicle level. So the answer is no. It may look to you like it has receded further simply due to the fact that you cut it, but for many people, keeping it short actually gives the illusion of having more density.

This is short of..I mean sort of..on topic. Anthony Morrocco suggests cutting your hair while werewolf hunting. Or something like that: http://www.morroccomethod.com/lunar.shtml
